Could you finish the edge of the facing and then instead of turning it to the inside put it on it ended up on the outside using a contrast fabric to create interest?

Yes, you could, but you’d need to finish the facing edges by folding them in. This requires patience, especially around the curves, to achieve a neat result.
Would the split cuff work at a 3/4 length? How would you do that if so —? Trying to avoid the extra visual width at the hips but love the cuff! Thanks!
You can shorten the sleeve using the lengthen/shorten line.
